You can contact your local Lawyer Referral Service. Lawyer Referral Services generally charge a small fee for making the referral. If you hire a private attorney through this service, then you will need to work out his/her further fees.

ABA Military Pro Bono Project
The ABA Military Pro Bono Project accepts case referrals from military attorneys on behalf of junior-enlisted, active-duty military personnel facing civil legal issues, and it works to place these cases with pro bono attorneys.
